You've described the problem beautifully. Hospitals "own" their peer review committees, through financial coercion. So if an aggressive hospital administrator wants a doctor eliminated, he can count on the peer review committee to follow through and eliminate him.
Is the answer to require a peer review by persons not receiving financial benefits from the hospital?
